Meaningful CCMR: How TSI-Optional Dual Credit is Making a Difference

In the fall of 2023, two Texas school districts with significant populations of economically
disadvantaged students, predominantly students of color, launched a program to expand dual credit opportunities intentionally. Using a program offered by McMurry University in collaboration with their non-profit partner TEL Education, these districts implemented a pilot initiative targeting specific cohorts of students lagging behind in achieving “college-ready” status, as defined by the Texas Education Agency (TEA). Although their goals and cohorts differed, both districts reported exceptional success. This review examines the program’s methodology, applications, challenges, successes, and potential for future replication.


Introduction


The concept of College, Career, and Military Readiness (CCMR) has become a critical
benchmark in assessing high school students’ preparedness for post-secondary opportunities. However, achieving CCMR is a significant challenge for many students, especially those from economically disadvantaged backgrounds. The Texas Success Initiative (TSI) Assessment is a common hurdle for such students, as it measures their readiness for college-level coursework. Recognizing this challenge, McMurry University and TEL Education developed a program that removes traditional barriers to dual credit enrollment by offering test-optional admissions. This initiative allows districts to provide underserved students with the opportunity to succeed in a supportive, structured environment.


Methodology


The McMurry Dual Credit Academy is based on asynchronous online learning, which offers
flexibility and accessibility. TEL Education’s scaffolded instructional design ensures consistency across all core courses. The program also includes embedded support structures, such as high school account managers, academic coaches, and online education experts, to assist students and district staff. The cost of $200 per three-hour course includes all required materials, making it affordable and straightforward for districts to budget. Enrollment is streamlined through McMurry’s test-optional policy. Students apply via a user-friendly portal without an application fee. Districts approve applications and upload transcripts, simplifying the process further. Each district’s cohort is enrolled in separate course sections, creating a safe and focused learning environment.


Results

Galena Park ISD


Galena Park Independent School District targeted senior students who had not yet achieved the CCMR distinction. By enrolling over 350 TSI-deficient students in McMurry’s Contemporary Math course, the district enabled these students to meet CCMR requirements.


The results were outstanding:

  • A 96% passing rate.
  • Over 75% of students earning A’s and B’s.
  • Many students expressed interest in enrolling in additional credit courses.


The district’s largest high school, Northshore High School, reported a 100% passing rate among 240+ enrollments. The program’s structured approach, including daily engagement in online learning labs staffed by math instructors, was key to its success.

Alief ISD


Alief Independent School District aimed to address a different challenge. Their pilot cohort
focused on “at-risk” students in the Early College program, many of whom were also Emerging Bilinguals. By enrolling these students in core courses such as Speech Communications, College Mathematics, and Introduction to Psychology, the program achieved the following:

  • A 100% passing rate.
  • Over 90% of students earning A’s and B’s.
  • More than half of the cohort expressed interest in continuing the program.

The program’s success also allowed students to qualify for enrollment in additional college-level courses by earning TSI waivers, keeping them on track for associate degrees.

Challenges and Solutions


Both districts faced significant challenges in implementing the program, including the need to overcome traditional barriers to dual credit enrollment, such as TSI requirements and limited access to resources. The McMurry program’s design addressed these challenges by:

  • Embedding all materials into the course for cost-efficiency.
  • Providing consistent and clear instructional design to reduce anxiety.
  • Offering real-time access to student progress for district staff.

Implications and Future Applications


The success of these programs demonstrates the potential for widespread replication. Other districts, such as San Antonio ISD’s Young Men’s Leadership Academy, have already achieved similar results with 100% passing rates in pilot cohorts. The program’s structure and affordability make it a viable solution for addressing CCMR challenges statewide.
